Obsolescence Management of Commercial Off The Shelf (COTS)

The Challenge

Our client is responsible for implementing and supporting management systems for various control systems on behalf of the UK Ministry of Defence. These systems are critical to the operation of a number of high value assets in use by the Royal Navy.

The clients systems play a crucial role in the in-theatre support of the Ministry of Defence and Royal Navy and, as such, their systems need to have a guarantee of effectiveness.

In delivering this service, the client sources their servers from a commercial vendor and installs on them the software required to carry out their operations. The difficulty they face in delivering this service is guaranteeing that the software/firmware/hardware editions on the various servers are completely compatible and stable, which due to the age of the equipment and various obsolescence arisings and mitigations  previously put in place is not always the case. Due to the critical nature of these servers, the client needed to ensure that they minimized the risk of failure, and so contacted CMCA(UK) to assist in the delivery of their solutions.

The Solution

The client realised that to guarantee their servers could carry out the operations required, they needed to understand the exact status of each of their servers; specifically, what software was installed and whether there were any compatibility issues that could expose them to a risk. The client also recognised the value of implementing a long term strategy to mitigate any risk they may be exposed to in the future. The client had worked with CMCA(UK) on previous projects within another business unit and were familiar with CMCA(UK)’s excellent reputation for data analysis and risk identification. Consequently, the client contacted CMCA(UK) to develop a strategy to assess and mitigate the existing risk, as well as to develop a strategy to avoid similar issues in future. The client provided CMCA(UK)’s team of in-house experts with the details of each server from which the team were able to benchmark not only the availability, but also the supportability of each item (software and hardware). This allowed the customer to carry out an exercise to assess the risk across the whole system and mitigate at a much higher level, thus providing a better, more stable, and sustainable equipment lifecycle.

The Benefits

By engaging with CMCA(UK) to assess and assist with their risk, the client was able to realize a number of benefits to their business, and to their relationship with the UK Ministry of Defence as the end user. These include:

  •  A detailed plan of the systems in use by Ministry of Defence personnel in-theatre
  •  A categorized risk assessment and mitigation plan to ensure the stability and security of the mission critical systems
  •  A proactive strategy to ensure that all future contracts are delivered to a similarly exacting standard
